Book publishers might ask for sample chapters in the case of technical books and other study materials. This is the case with the books that you might like to write for college students, say on psychology or such other topics. But then, if you are addressing the fiction books domain, then you are in a different sphere altogether. You might have to produce the complete book for the publisher to make his call. He might have to go through entire novel or fiction to make his decision on what market the book addresses. Only if he is strong in selling in that particular market the publisher might take the book. These people also take upon themselves to promote the book. In many cases there are also writers who do their own publishing, particularly when the book has to go as an ebook. Of course, if it is you who does the publishing, you might have little trouble in getting it published. But then, marketing could turn out to be a full time job. For this purpose it is better to work in tandem with book publishers or with distributors who might sell your book and give you the returns.
